I use the awesome “hair module” in cinema 4D , then i finish it in Photoshop.
One of the best things about CINEMA 4D’s HAIR module is that it automatically animates hair for you as your character moves, the wind blows, etc.

CINEMA 4D Studio’s Hair feature can be used to create hair, fur, feathers and more!
